Can SST be used to overclock locked SKL / KBL CPUs?

Just wondering. There's a curiosity in my Biostar B150S1 board, you can set the CPU ratios, much like my Biostar H81 could, with my G3258.

I didn't see any BIOS options for SST (Speed Shift Technology), but if I can manually program a Turbo multiplier, of, say 55, could I then force-enable SST inside of Windows, and with the appropriate power plan, would SST then take off and shift up to the max programmed turbo multi? Is this crazy enough to work?

HWinfo64 shows "[Unlocked]" next to my Long-term Power Limit and Short-term Power Limit and Turbo Ratio.

I can set in BIOS higher numbers, but CPU clock multis never get higher than 35 (stock 3.5Ghz max, no Turbo).

But if I set the overclock mode to "All Cores", HWinfo64 reports "SST" as Green.

If I set the overclock mode to "Fixed", Cores stay at 35x multi, and "SST" shows Red.

Note, that before doing all of this, I booted into Linux, and renamed "genuineIntelMCUpdate.dll" or whatever the microcode update DLL is called in Win10 64-bit.

HWinfo64 reports uCore update level 42.

I thought Speed Shift is about quicker acceleration/deceleration, not higher horse power.
