can someone with only a learners permit buy a car?

I am selling my car to a friend, but he only has a learners permit

can he buy the car?? (hes already 18 though)

I don't see why he wouldn't be able to. Thought he might need a license in order to register it.

Yes. You need a license to drive a car, not to own one.
