Hi

when I go to system properties, I see two cpu speeds,

one is 2.13Ghz on top
and the other is 787Mhz on the bottom.

I have my power cable plugged in, does it means that my cpu is running at a slower speed
because i'm not using cpu intensive stuff?

and if it is, is there a way to make my cpu run full speed at all times?

my cpu is a pentium M btw

yes, you can change the power settings and set that to maximum performance. Personally, I like running with power management on, as it does save a bit of power.

Thats Enhanced Intel Speedstep Technology at work, EIST for short. It will not be any slower than at full clock, because when ever you run anything what so ever it shoots back upto full speed whilst in operation. Its just to save power when the processor is idle, and thus prolonging battery life.

C1E is the other power saving feature, I?m not sure if this implemented into the Pentium M line or just on the Conroe?s. C1E is a separate feature, it?s an enhanced halt state the cpu enters when the OS sends halt commands at idle.

2.13Ghz part of the name and the 787Mhz is the current clockspeed, automatically underclocked of course, to save power and to run cooler while you don't use the computer/don't use it much.

to make it run at full speed (i don't recommend it, because of the heat of the laptop) go to the control panel, performance, power management and select "always on" or "desktop".
