The input R and C are in parallel with each other.. not series. BPF's have input impedances that are in series with each other

Could be in that it only lets the thinner oil getting through! ;) That said a low pass filter.

(Or would it be proper to say that thicker oil would be a lower frequency?) ;)

I don't know if this type of filter has a name - it probably does.

Anyway, at low frequencies, the gain is -R2/R1. At high frequencies, the gain is -C1/C2. In between, the gain ramps between the two. The frequency at the centre of the ramp is given by 1/(R2*C2).
