Can someone tell me if it's a motherboard problem or is it something else

I received this board from ebay a few days ago and I've been having a hard time getting Windows XP and Linux installed.
While installing Windows, it will complain that it can't copy files from the DVDROM to the harddisk. (XP disk worked on a different machine)
While installing Linux, it will complain that it failed the media check of the Linux Install DVD. (Linux disk worked on a different machine.)
I tried connecting the DVD and hard drives to IDE2 and still have the same problem. I tested a different DVD drive, a different harddrive, different RAM, different IDE cables, and none worked.
Finally, I put in a PCI IDE card that add extra IDE connectors and then connect the DVDROM to it. Linux passed the media check/verification.
This lead me to believe that the IDE connectors/channels on the motherboard is bad.

Is my conclusion correct? or is that something else that is failing?

Check your memory. it could be the problem. if you have 2 stick, try with just one
