can someone please upload the hacked version of 28.32 with or a refresh fix for it

User PowerStrip or MultiRes. Both work perfectly with any video card and any set of drivers.

The hacked drivers don't work. All they do is make it so NVRefreshFix sees the card, but the program still won't set the rates correctly. Just use MultiRes.
