uh, that pic was filtered to hell. it's not a matter of just inversing negative

It looks like it had, perhaps an emboss filter put over it, and/or an edge-finding filter.
There are only 13,665 colors left in the image, and most of them are nearly black. Most of the original data is gone. And it's a JPEG, so there are now compression artifacts. Your option at this point is to either get the original, or recolor it pixel-by-pixel.
