I have a file that Windows 2000 considered opened. I have rebooted the computer but it still not letting me rename or delete the file. Is there a way for me to unlock this file so I can at least delete this file.
 
This is an age old problem since the first days of long filenames. Basically there is a few ways to rid a wayward file.

The main premise is to isolate the file into a new folder, then you can delete the folder hence deleting the file.

I could not move the file to any other subdirectory. I got a sharing violation.

I renamed the directory and move the rest of the other files out of that directory then deleted the directory.

Thanks for the reply RaySun2Be. It didn't enter my mind to boot into safe mode. By the time I read your reply, I already deleted the directory.
