Can someone help me with making a VCD?

Hello all. Would somebody be able to provide me with a guide or tutorial on how to make a video cd from an .avi file? I tried to do this with nero but the end result video on the cd wasn't in the aspect ratio that I wanted. The source file was in 640x352 but the .dat file on the cd created by nero was in 352x240. Can someone please explain this to a VCD/SVCD newbie or provide a link with a good quide on how to do this? Thanks a lot, it is much appreciated.
