Can someone help me with a graphic effect?

I am making a portfolio of a business, and I am making the cover. Now, I am using a picture of their business card for the main cover picture, but I want to add an effect to it. I want it to look like it's being view at from an angle - Like it's a 3d object. Can I do this in Paint Shop Pro - or do I need to use photoshop?

If you have photoshop i know of a filter set that will do this. A buisiness card viewed from an angle? Come on. Of course, you could always put "$20 paypal reward for graphic" in the title and sit back and chill.
