I know this area pretty well, so I can probably pinpoint the time by +/- 1 hour. I'm just curious what clues you would use given the two information above.

Not quite. But if you use the coordinates and browse thru the areas you might gain another clue.

Without knowing the area, it's hard to tell. Normally I'd look at the shadows to see if it was the morning or the evening. I'd also look to see if there are leaves on the trees to see what season it is. If it's sunset in the summer, I know it'll be around 7:00 or 8:00. Now if you're in Florida or something, it's green all year long, so I wouldn't be able to tell what time the sunset is.

But you need to know the location to tell that.

Late afternoon in December could be 4:00, while in the summer it could be 7:00. Also, I have pictures from when my parents went to Alaska, and it looks like it's sunset around 7:00. But it was 11:30 pm.

So Tampa Florida...sometime presumably in the afternoon as evidenced by the shadowing of the trees

I just Virtual Earth'd my city and it still shows the high school as under construction. That was over 5 years ago

If you guessed between 4 to 6PM, then you're right. This area is considered one of the suburbs of Tampa, so at around that time traffic coming from downtown Tampa, MacDill Airforce Base, and other industries further in the West Coast comes pouring in. In the morning between ~6:00 to 8:30AM, the opposite thing happens. If you plot out the coordinates and browse the are, you will see downtown Tampa and the Air Force base towards the West and towards the East near the picture you'll see mostly houses.

Evening rush hour - 4-6PM

-didn't see the above post. It had to be a rush hour as one direction on the street was almost empty, the other was fairly busy.

Direction of shadows said sun was in the west - evening.
