Can someone explain to me the context of the Conan - Walker texas ranger - "walker said i have aids?" clip?

It's remarkably funny that Walker enters into some random kid's life and tells him that he has AIDS. You'd think he might want to let the parents do that.

There are 3 ways to interpret it from what I've seen:

1) Walker told the kid he has AIDS, and not the parents/guardians(I mean, how would you feel if a Texas ranger told you were going to die?)
1b) Walker told the kid he had AIDS, because he gave the kid AIDS(think ambiguously gay duo here)
2) The kid randomly blurts out that he has AIDS in the middle of a conversation(Kids say the darnedest things, don't they?)
