Yes. Why does it fluctuate? Sorry for my ignorance but new to Intel.

The voltage doesnt change curiously, possible that CPU Z is too slow to capture the new value, try using another soft to check if CPU Z is accurate.

Yes, this. I'm not sure why you would even want it running at full speed all of the time.

well it looks like it's forgetting its instructions sometimes. once it talks to mothership and receives updated instructions it knows what they are so it displays them
