Can someone explain the meaning of Jethro Tulls "Aqualung" to me?

Aqualung

I never bothered to google it, but have wondered idly a time or two whether the old guy is a used-up old navy man, like the homeless ex-paratrooper in Richard Thompson's later "Al Bowly's In Heaven," to give a double meaning to his nickname.

According to Ians wife, its about how society looks down on the homeless and aged and thinks the worst, The accusing voice thinks he is looking at little girls with bad intent, but in reality hes remembering when he was young and used to play just like the kids are playing, He has Tb and thus the name aqualung, notice the different temperament of voice, the accusing hateful as opposed to later in the song the calmer voice! Jenni Franks was his wifes name! I couldnt find the interview but remember it, because it shocked me that I was thinking it meant what everyone thinks it means, but I always had a feeling there was different not quite right when listening, as if there were 2 different viewpoints being revealed!

From Wikipedia, it appears that she was the co-writer with Ian Anderson.
