I think most things today are aimed at kids. RGB, the names of products like the "Grenade" or "Dominator". The "cable management bar". Utility is now just an afterthought.
It does have grommets. The bar is placed to hide the grommets and the wires coming out of them. So it is not useless. And if you don't like it, and especially if you are not planning to water cool your computer, you can remove it. Personally, I like it. It makes the inside a bit cleaner."Cable management bar".
