Can someone explain memory timings to me?

Tom's Hardware Guide has a 'How to speed up your RAM' guide. Perhaps the best part is a timing diagram which clearly shows the timing relationship between Trcd, Tcl, Tras and Trp.

The simple answer is that faster is usually better. However, if you go too far you can cause problems with data integrity.
