Can someone explain Frank's development theory to me?

From what i understand about the theory, the undevelopment in 3rd world countries are caused by the colonialization of Eurpean Countries and partly b'c of the US.

Can someone go in a little more depth as to how the colonialization of the european countries caused this underdevelopment in third world countries?
