Can someone explain duties/taxes when shipping stuff over the US/Canada border?

What ever happened to NAFTA, or free trade?

I admit, I know nothing about these types of things (I am more of a math/science person ), but whats the point of NAFTA when we get taxed on things when we cross the border?

I am totally lost here!

There are no duties anymore, just sales taxes.
