can somebody helpme with an easy printing question?

I want to print 3 pictures on a piece of paper, for example 4X6 which on 8 1/2 X 11 would be 2 parellel to each other on top of page and a horizontal pic underneath the top 2

i have encountered two software that can do this but the horizontal pic on bottom is never centered and the fixed layout they provide is always with the bottom picture to the side. These softwares by the way are Micro. Picture It! and PS Elements4

any help would be appeciated!
