Can Radeon 64 VIVO capture PAL signal ?

I'm looking at buying a Radeon 64 VIVO AGP card for the specific purpose of digitizing 2 or 3 tapes that I have from Europe. Would someone who has this card be able to confirm/deny that it can capture a PAL signal ??

Other than that, what's the overall capture quality like ? I was intending to capture at SVCD resolution ...

You can configure to capture PAL or NTSC, yes. With MMC 7.7, you can cap directly to SVCD using a preset which produces a compliant MPEG2 file that burns in Nero. Quality is very good IMHO, but that depends heavily on your source video.
