Can ping static IP address over broadband but not over dial up.

I have a computer network that I would like to be able to access with a VPN connection. The network contains a server running Windows 2000 Server and four other computers running Windows 98 SE. It uses a DLINK DI-604 router and has DSL. We were using a dynamic IP address and the VPN connection was working just fine with it but rather than risk the IP address changing at a bad time we decided to change to a static IP address. I reconfigured the router for the static IP address.

When I dial into the internet from home and try to ping the static IP address (69.46.197.131) it tells me "Request timed out" and "Reply from 69.46.192.27: Destination host unreachable.". This is interesting because the static IP address that I am trying to ping is 69.46.197.131 not 69.46.197.27.

We have another office that has a cable internet connection. When I ping the static IP address (69.46.197.131) from there, it works just fine - four good replies.

Anyone have any idea why this happens with my dial-up internet access? Maybe someone with dial up access can try to ping the IP address for me to see if it is specific to my dial up access or if it happens regardless of dial up provider.

For the heck of it, I thought I would try to set up a Terminal Services session using VPN from the other office with broadband. I set up the VPN connection but cannot connect to Terminal Services. The VPN connection seems to connect okay but when I try to ping the server over the VPN connection it can't find it. The LAN IP address assigned to the server is 192.168.0.200. Once the VPN connection is made, shouldn't I be able to ping this address on the network I am connected to?
