Yes, the FBI has done it. Remove the battery is the only way to stop it. The Secret Service mandates this when in other countries.

lol you guys are funny. Its not just people watching me boff the wife or fapping one out. I get a creepy feeling when I look at the camera. I am willing to bet someone is able to look through those whenever they want. I have an example for comparison, but its different.
A friend of mine worked for the phone company for a long time. He gave me a walk through and I got to see all the fiber connections and all the cool stuff.
There was a bunch of plugs and stuff and when you unplug one, you hear some random people having a conversation. I asked him, "whats that?" He said it was people using their phone. I lol'd.
So, those people had no idea I heard them. We didn't sit there and listen, but I saw what happens and saw the potential for abuse. I bet the same thing goes for camera phones. Bet you anything.

It does, and is and used a lot more commonly than people think I imagine.

The facial recognitions stuff on things linked like the gaming systems to the net really what seems to me to be another, someone on a wanted list even walking near one in someones house.

Got me, there are all kinds of shady things along this route all ready with all the "legal" monitoring going on.

Not surprised. Think about it for a second. With so many cameras all over the world, in people's cars, houses, businesses and everywhere else, you would be a fool to not exploit such an unprecedented opportunity. By "you" I mean hackers, government, perverts, organized crime, corporations to spy on competitors, you name it. It has to be happening. Its just too tempting IMO.
Chances of me being watched? Pretty slim perhaps, but I feel this is something that happens all the time and there's a chance anyone could be subject to random viewing.
