Can overclock settings be implemented simply via software?

Overclocker newbie question here. I have an ECS K7S5A Pro mb with the original BIOS. I recently installed SpeedFan and discovered that it has a screen, labeled Clock, that shows speed settings.

Can I actually use this to alter the CPU, PCI, and memory speeds, and even select speeds that are not shown in the BIOS screen or these settings, thereby having a wider range of options and allowing some experimentation with overclocking?

My current settings, in conformity with the stock specs for my system, are 133/33/133.
My processor is an Athlon XP 2200.
 
I don't believe Speedfan will let you alter those settings, although there are other windows-based programs that will...

...and I wouldn't use any of them. Stick with doing it in the BIOS. Here's the problem: when you overclock you may (read: will) introduce instability into the system as you search for stable settings. If you are doing it from the BIOS, and then booting into a minimal (diagnostic) windows configuration you have a lot less in the way of background processes and services running if the thing decides to crash. MUCH less chance of corrupting your windows installation that way.
