can not send files on icq

I can recive files on icq but cannot send them. Why? I dont even have a firewall running (or installed) and still have the problems. any help would be great
 
You don't have a firewall installed - but are you using a router? most routers have a hardware firewall built in....
advise on that and in the mean time check your settings in ICQ - preferences -> firewall also are you using what
type of connection??? dial up or dsl or cable???
