Can normal people use Collection Agencies to go after someone?

Well yeah, you can go to court and get it back that way. But what if you wanted to go after their credit rating? Because, you can win in court, and they usually don't specify a time when the defendant has to pay by. Do they?
 
Yes, you can. If you can prove to the agency that the people owe you money, and you don't mind losing a significant cut of it, they'll chase down the person for you.

Most of the time, the proof comes as a judgment in small claims court.

Note that if you win a case in small claims, all that means is that the court deems that the other party owes you money. It's up to you, not the court, to make sure that debt gets paid. That's where collections agents come in.
 
A collection agency is just that: a collection agency. You tell them who owes you how much, you provide them with enough proof for them to avoid liability, and you agree for them to take a nice big cut of whatever money they recover. Generally, it's easier to get a judgement, and then get a garnishment of wages or something to that affect. It all starts with a judgement though, that gives you the leverage to do things.
 
if you jump throu all these hoops you better have paperwork out the azz to prove it otherwise it is your word against theirs, and you will not win in a court case.
