Can my power supply's fluctuating voltages mess stuff up?

My +12V keeps fluctuating and goes all the way up to 13.2V sometimes. BTW its a 420W Turbolink that came with my case. Can these fluctuations do any damage?

Yes they can!


I have seen it on a Intel Server, and it just doesn't run stable. When the server rack is closed, it just heats up and freezes!
