Can motherboards that use PWM also control the speed of three pin fans?

PWM capable motherboards can obviously control the fan speed of 4-pin pwm enabled fans but can they also control the speed of ordinary 3 pin fans?
 
Yes - usually in one or two steps just like most other (non-PWM) mobos do. The first three pins on the 4-pin PWM connector on the mobo are just the same as a regular fan connector.
