Can mods lock other mods threads?

I think there was a time when NFS4 had a thread that became locked.

Sure, though not often. Mods have even been vacationed by other mods. No one is above the rules.

If it was something that degenerated into a flame war or some other waste of space, it'll be locked just as any other thread would. Mods are members too and threads can still have a life of their own.

If it was a thread that was ill-posted it would likely get deleted and the originating mod will get drug back to the mod stomping ground and held down by Red Dawn while Perknose and Common Courtesy give them noogies and purple nurples until they scream uncle and admit it was wrong.
