can I use win 7 upgrade in this scenario?

I have a laptop with vista business but I want to remove the HDD and throw a SSD in there...is there anyway I can still use win 7 upgrade instead of purchasing the full version?
 
yeah you can just install win7 fresh and activate it - legal? not sure but you do not want to upgrade vista to 7 - messy and non-aligned(usually).

if the end game is you have a qualifying product to upgrade - and purchased the upgrade - what does it matter how you got there? you paid for the product.

are there going to be any hassles during the install process? i.e. will the upgrade try to find a copy of windows on the SSD and screw up the install process when it doesnt?

Install the upgrade on your SSD and don't enter the key, then do the upgrade and enter it and you should be fine.

The double install trick. As stated, on first install, do not enter the CD key. Just choose the correct version you have a CD key for. When this fully updates over the Internet, it might take a couple of reboots, put the Windows 7 disk back in and to an "upgrade" of the OS you just installed.

Vista Business is a qualifying prerequisite for a Win7 Pro or Ultimate upgrade. So as long as it's not Win7 Home Premium upgrade, you're all set from the licensing angle. The double-install approach will let you avoid the Vista-to-Win7 stage entirely, go for it.
