Can I use PC2100 + Pc2700 ram w/a Sempron 3100?

my sempron 2500 mobo died.

it's cheaper to buy a mobo/cpu combo at Fry's than just a mobo.

i seem to remember the sempron 3100 was better than all the lower semprons because it's a Athlon64 core, and not XP core. (right?)

i want to minimize the cost.

The sempron 3100 runs at 400mhz.

what minimum speed ram can i use?
 
I wouldn't put two different speed rams together, that's just asking for trouble.

pc3200 ram are cheap enough anyway, just get a 2x512 mb kit 🙂

Yeah. But assuming that you already have the other slower ram, you can mix them. The RAM will merely underclock to match speeds. (PC2700 ->>> PC2100 when mixed).
