Can I use Cingular Wireless Internet (w/ Nokia 8290) and IPAQ 3635 to browse web or is it only checking e-mail??

I have a Nokia 8290 with Cingular and an IPAQ 3635. Can I use the infrared on the two to browse the web using the 8290 as a 14.4k modem? I know you can check e-mails but if I sign up for the wireless internet, I also want to be able to surf the web.

i'd like to surf the web w/ my ipaq too...do i need to sign up w/ a WAP service for my cell phone or can i use my existing dialup account and use my cell as a modem to surf w/ my ipaq using the irda port?
