I have a lot of STEAM games and only 1.5 mbit internet conneciton.

Could I just copy my STEAM folder to exteral drivel, re-format/re-install windows, then browse to the STEAM folder and open the client? Viola, my games?

Performance will suffer running off an external disk. Use the backup feature instead to backup the games to the external disk.

I've always just saved a copy of the .gcf files to my USB drive, install Steam then paste them into the SteamApps folder.

You can copy your Steam folder to your external, then I would advise reinstalling Steam on your internal drive and copying everything back across. Then it should all work without issue.
