can i use a WIn2k full cd key on a win2k upgrade cd?

I have a buddy who asked M$oft (I know, I know), and they told him no-no.

Strangely enough, though, I thought that M$oft configured their cd-keys differently from full/upgrade versions so it wouldn't work anyway?
