It's just that right now my board only goes up to 1.2, and i'm going to keep it for a little while longer, then i want to not have to buy another CPU, so if i get a 1.4 now, can i underclock it to run at 1.2 for the time being? would i have to unlock it to do that?

If it's unlocked, you should be able to set the multiplier. If I remember correctly, the L7 bridges (the hard-coded multiplier) on the 1.4GHz B part are all connected, which is the same as the 1.1GHz B, which should give you a default multiplier of 11 if you put it into a board that only supports up to 1.2GHz. If it's unlocked, you can then change it to 12.

B is the suffix for the Thunderbirds that run @ 100FSB (200MHz effectively)
C is the suffix for the Thunderbirds that run @ 133FSB (266MHz effectively)

Although even though your board says it only goes up to 1.2GHz, it should be able to support the 1.4GHz @ 1.4GHz. Like my BH6 ... doesn't officially support my CPU, and doesn't support 133FSB, but it can do it.

yeah...it should run fine.

make sure that you have the latest bois update for your motherboard, as a new flash might give you faster processor support.

Try to update ur mobo bios. Most new bios had a higher multiplier setting.

All the post are correct. U can run at 1400 Mhz even ur mobo only have a 12.5X multiplier.

Just go to the bios, load the "default settings". Save & then reboot.
