I have a XP Pro CD but I don't know if it is an upgrade or a full version.

The CD has a label says "Windows XP Professional English NA CustSvc CD".

How can I tell? Thanks for your help.

Probably it would say "Upgrade" somewhere if it were an upgrade. The label seems to point to this being an OEM version of XP, which is probably the full version.

The upgrade is a bootable CD.

Put the CD in the drive and look at the name of the disk. If it has the letters "FPP" in it, it's full packaged product and not an upgrade, I believe.

As Noggin said upgrade is bootable. It will just ask for qualifying product disk to make sure. I think pro requires 2000 or maybe nt4.

If you can't boot off it, you have an upgrade

Sorry? What? Of course you can boot from it, 99% of Windows XP CDs are bootable. I do this on an almost daily basis with genuine, brand-new Upgrade CDs.
