Can I take my debit card to the bank and get an exact amount withdrawn?

ATM's only allow increments of $20 or soo. Can I take it into the bank and get, like, $116.43 withdrawn?

Haha. Well we didn't know you were talking about your PayPal card at first. Not sure man, I don't know anything about PayPal cards.

No. The bank will not have direct access to your Paypal account through their system.

You can only make a teller withdrawl from a bank if you have an account at that bank.

Why don't you just transfer to your bank account, or transfer over more funds to make an even $20 increment?
