Can I stop my Desktop from scrolling

I'm working on an Dell GX280 and one of it's "features" is that when setting the resolution above 1024x768 instead of it just shrinking the screen to make it fit it keeps the same viewable area but adds the ability for you to scroll around your desktop like you would on a map in an RTS game. (move mouse to the left side of the screen to move to the left side of the map)

I don't have full access to this machine so what I can install is not known until I try. The machine has integrated graphics from the Intel 82915G/GV/910GL card. (that's what's written under the display in display properties)

Any suggestions on ways that I can fix this?
