Can i safely store dvds in a CD book?

Don't DO IT!

The dye from DVD's is different. It will cause the dye to leach into the pocket if you try placing a DVD in a CD case.

I don't know about storing DVDs (what's wrong with the cases they come in to begin with?), but if you want a good CD book, I personally like Case Logic's stuff.
