can I run win 98se temporarily with a AMD XP 1900 and Dragon + mobo?

Are you kidding me? Yes, Windows 95, 98, 98se, ME, 2k, XP Home, XP Pro, and many forms of linux can run on that setup.

They are both backwards compatable - you should be able to find information on the AMD/Soyo website.
 
cpu's and motherboards are not OS specific. AMD just put XP in the name to capitalize on the XP in XP
