I have had this problem before with my POS ECS mobo and an 1800+. It was locked at 11.5 multiplier and I could either select 100 or 133 Mhz bus for both RAM and CPU which was jumpered on the board. I couldn't change bus speeds of either one without affecting the other. I had PC100 in for a little while but the machine ran at 1150 Mhz (11.5x100) but after getting annoyed with slow ram and slow processor speeds, I bought PC133, switched out ram, switched the jumper and the CPU was automatically back up to 1550 Mhz (11.5x133). So apparently the only way on that mobo I could get 133 bus was with 133 Mhz ram (or at least 100 Mhz that could be OCed but I wouldn't recommend that). The upgrade of ram at this point for you would be a very cheap way to greatly increase speed while not costing a whole lot of money. What is your motherboard by the way?
