Yes. You will be wasting 6 IRQs on IDE controllers & inviting IRQ conflicts, but yes you can.
Edit: Oh yeah, the High-Point uses only 1 IRQ even when used as a 2 ATA/IDE connectors, so I guess that's 4-5 IRQs (Because the PCI card could also only use 1). IDE typically uses 2 though for primary & secondary :)

PCI peripherals can share IRQs, so I doubt its really wasting 6 IRQs.

but next question is... what in the world are you planning to do with 12 hdd/cdrw/dvd/cdrom/zip peripherals?
and take my word, don't use more than 6 hdd, cuz the room gets pretty 'buzzy' when you have 6+ discs spinning at 7200rpm. ;)

OMG! You have more than 15 IRQ's? Are those virtual IRQs using IRQ 15 in Win2K?

IRQ 2 & 3 are reserved for com ports 1 & 2 because they typically can't share with anything but coms 3 & 4 (Lagacy hardware restriction)
IRQ 5 is used by the SB Live!'s SB16 Emulation, but maybe not in Win2K
Your PS2 mouse should be one of the others

Oh yeah, & here's a tip: Disable the onboard IDE (You probably can't disable the High-Point if it's like my Abit BP6's)
You'll save a couple.

[IRQs]

IRQ Number Device
7 Microsoft ACPI-Compliant System
16 Matrox Millennium G450 DualHead - English
16 HPT370 UDMA/ATA100 RAID Controller <== abit hotrod
14 Primary IDE Channel
15 Secondary IDE Channel
9 VIA USB Universal Host Controller
9 VIA USB Universal Host Controller
17 Realtek RTL8139(A)-based PCI Fast Ethernet Adapter
19 Creative SB Live! Value (WDM)
18 SMC EZ Card 10/100 (SMC1211TX)
18 HPT370 UDMA/ATA100 RAID Controller <== onboard hightech point
8 System CMOS/real time clock
13 Numeric data processor
6 Standard floppy disk controller
4 Communications Port (COM1)
1 Standard 101/102-Key or Microsoft Natural PS/2 Keyboard

so the abit hotrod share irq with matrox
