Can I remotely reboot a Windows 2003 server that's locked up?

So I can no longer remote into the server, it won't respond to pings, and the website it hosts times out. Is there a way for me to remotely force it to restart? Installing additional software on the machine obviously isn't going to help me right now. The shutdown command isn't working through command prompt.
 
Depending on the make of the server it may be configured with lights out management such as ILO for hp servers or drac for dell servers. You should be able to reboot servers remotely through those interfaces.
 
Once a system doesn't respond to pings, you are dead. I have used the remote management modules (like DJediMaster mentions) with success and most servers have them today. Before those were included with recent servers (no charge), we used to put in telnet power strips to be able to kill/restore the power to locked servers.
