Can I reinstall WinXP Pro over itself. I have some problems and thought it help to do a reinstall

I've run into a few problems lately, like my DVD and CDRW are getting recognized by XP anymore...I have a couple of ! in the device manager ( I know what they are from)(CDRW and DVD also have ! next to them in the Device Manager). My question is..I was told that I should simply reinstall XP over itself..that would take care of those problems. Is that ture? or should I do a clean install?
 
Before going through all that and burning your bridges behind you, use System Restore and revert to a date when it was all working.
