Can I reinstall W98 SE running in SAFE MODE?

My W98 SE is corrupted. Disabled virus checker, all most all of the startup programs but still no control after desktop comes up. No mouse, no sound, standard video, ect. All devices are clear in the device manager, no "!" or "?". I can get into SAFE MODE and using Windows Explorer find my Win98 CABS folder. In this folder I copied the contents of the W98 SE CD. My question is: can I run the Windows setup from SAFE MODE? If this is not going to work, should I boot to DOS and run Windows setup that way? Anyone have the best solution?

best solution is just to boot to dos off a boot disk (as you suggested) and run setup from the cabs from there. Should fix your corrupted install
