can I recover date lost to format?

My brother tried to reformat his 6 GB C: drive using a Win98/ME startup disk but the drive that got formatted was his 20GB D: drive instead. I figure DOS didn't see the first drive because it was formatted Win 2K NTFS instead of FAT 32. The 20 GB drive had all of his documents, mp3's and other files that he did not want to delete. Is there any inexpensive way to recover his files after formatting?
