can I play a PAL dvd on my computer?

Just wondering if this is possible since I live in the U.S. and we use NTSC for video. I don't exactly understand what this has to do with the dvd itself.
 
Different screen size, refresh rate (50 vs. 60), and different region coding (unless you've installed a region-free hack for your drive).

You might check www.DVDRHelp.com -- I've never had a reason to try playing a PAL disc.
 
sure is possible... I can play both PAL/NTSC and I'm in Europe

from what I remember the system only matters when you're playing it on your TV.
