can I make my own xp login screen if i am not using fast user switching?

I have that windows 2000 type login and also require control alt delete

Could I change the blue back ground or even the login box?

what do you want to change? If you want to change the background I think you can use a bitmap and stick it in this registry key:
HKEY_USERS\.DEFAULT\Control Panel\Desktop\Wallpaper (just set it to the path of your bmp file like "c:\myfile.bmp").

What are you looking to change about the login dialog box?
