Can I make downloads & decompression & such NOT go to C: first?

Is it possible to make Windows unzip/download/etc files to the final destination directly instead of first going to some random temp folder on the C:\ drive?

It's rather annoying to sit here and wait for the operation to complete, then wait some more for the file to transfer around HDs, especially if I'm going over the network or to an AFS mount.

Not with Internet Explorer/shell download functions. I believe FireFox/Opera write directly to one file without an intermediate temp directory. You can try using a download "accelerator".
 
What about WinRAR? Can I make it decompress straight to the destination?

Yeah I forgot that Firefox already does this. Go firefox, lol.

There is an option in WinRAR's control panel to change the temporary extraction destination. I use X:\ on mine instead of C:\
