Can i get to the Control Panel through the Start-->Run command?

Active X has me locked out of every damn thing unless I go through the run command:|

Nevermind. I remebered its control.exe and that isnt working either:|

I'm pretty sure control panel is no longer a separate app; it's just a constrained view in Explorer.
