Can I get rid of all the Contents of my Windows Temp file without......

Can I rid myself of the Temp file contents without damaging programmes? Or will it just rid me of user settings for certain programmes that I can just re-set once I run into problems.
I ask this because I am having some problems getting my Yamaha 16/10/40 CDRW going, and I think there are settings, and files stored in my Temp file (duplicates) that are causing the problems.
These I think got duplicated due to loading/removing/re-loading the adaptec software several times.
This is the actual Windows 98 Temp file.

Get a Program like Easy Cleaner, HDValet or System Mechanic which will search
and delete all the temp files you dont need. You can download them from ZDnet
or Cnet.

Yes, you can safely delete the contents of your temp folder.
Reboot first then delete.
